Alison Saifer, FSA, MAAA

Alison J. Saifer received a business degree from the Wharton School, University of Pennsylvania.  Ms. Saifer’s education and experience background in both business and actuarial science has contributed to her keen understanding of the business and financial risks inherent in the healthcare industry today.  Some of her key experiences include consulting for the demutualization of a major Blue Cross/Blue Shield plan, financial review of an insolvent HMO, reengineering of an insurance company, expert witness work, functioning as chief actuary for insurance and reinsurance clients and serving on the Board of Directors of a Health Insurance Company.

President of an actuarial and management consulting firm specializing in healthcare.  Services include product development, pricing, underwriting, auditing, reserving, strategic management consulting and evaluating charitable gift annuities.  Expertise includes first dollar products, HSA compatible products, excess products (employer stop loss, provider excess, HMO Re), reinsurance, student medical, travel, limited medical, carve-out products, pet insurance and financial alternatives.  Functioning as in-house actuary for a number of insurance and reinsurance companies.  Member of the Leadership Council of the New Jersey Health Care Quality Institute. Served on Board of Directors of a Health Insurance Company.  Experience as an expert witness.

Senior Consultant, Health Actuarial Practice. Responsible for client and project management.  Key projects included the Actuarial allocation of shares for the demutualization of a major Blue Cross/Blue Shield plan, Product design and pricing for start-up Managed Care Plans, Product redesign and pricing for long term care insurance, Managed care consulting for two major Blue Cross/Blue Shield Plans.


The Penn Mutual Life Insurance Company, Horsham, PA                    1992-1995

Product Development Actuary for Variable Life products.  Responsible for creating new, profitable, and innovative products.  Developed and introduced a Variable Survivorship product, one of the first in the industry.  This product is designed to be used in estate planning situations.  Responsible for selling ideas to both the sales force and senior management, creation of marketing materials, preparation of state filings and education of the field force. Member Corporate Reengineering Team – Responsible for evaluating each business unit, developing ideas for creating efficiencies, implementing ideas and quantifying resulting savings.


CIGNA – Special Benefits Division, Philadelphia, PA                               1990-1992

Actuarial Analyst. Responsible for monthly manual adjustments to reserves and experience reporting for Special Risk policies.  Worked with Stop loss, Long and Short Term Disability, Special Risk, Business Travel, Accidental Death and Dismemberment, Group Life, Group Health and other products.


The Equitable, New York, NY                                                                         1989

Analyzed and tested the interest sensitivity of the current block of annuity products including the large block of GIC business.  Created a research study and presented an oral dissertation on how AIDS was affecting different aspects of the insurance industry and projected future implications of the disease on the industry.
